Can someone point me to a free or inexpensive software program that I can use to easily check a network connection? Broadcom has a really nice utility that you can download that will do all sorts of diagnostics. The nicest of which showed me that I had a bad pair on my network cable. I have a need to troubleshoot a similar issue on a PC with an Intel NIC. I can't seem to find a good utility for this PC. Unfortunately, the PC is located in another city. Bringing over my cable tester is not a feasible option right now.

I am able to RDP to the PC. If you say it's getting an IP from DHCP and then dropping, I really don't think it's a hardware issue. Sounds like a software or configuration problem.
Try pinging another machine on the same switch, then try pinging one on the next tier up. Possible the switchport is bad as well. It could be hardware, but I'm not sold. Duplex/speed settings match?
Bottom line here, though; be mindful that if you're not making any progress you should escalate--or, if you can't--replace the gear. It's not resource efficient to get too invested on stuff like this. 3 days for a NIC problem? Your labor isn't cheap.
